Gov. Andrew Cuomo signs law to restore $90 million for disabled New Yorkers

Gov. Andrew Cuomo on Friday signed a bill to restore up to $90 million for programs for the developmentally disabled, fulfilling a pledge he made this summer to reverse cuts he and lawmakers made in this year's budget.
